  • Contract negotiations under way for Texas reactors

    Mitsubishi Heavy Industries (MHI) and Comanche Peak Nuclear Power Company are in the process of negotiating engineering and procurement contracts and a preliminary construction plan for the proposed construction of two new reactors at the Texas site. The negotiations follow the signature of a memorandum of understanding (MoU) by the two companies on 1 July. The negotiations are expected to "significantly advance project development", according to the two companies, who are also in active discussions with US and Japanese financial institutions over financing for the project. Comanche Peak Nuclear Power, a joint venture of Luminant Generation Company and MHI, will own the two units as well as overseeing their development and construction. Luminant and MHI's US subsidiary Mitsubishi Nuclear Energy Systems are also involved in the MoU. Luminant submitted a combined construction and operating licence (COL) application to the US Nuclear Regulatory Commission (NRC) in September 2008 for the construction of Comanche Peak units 3 and 4 using MHI's US-Advanced Pressurised Water Reactor (US-APWR) design. The reactor design itself is still undergoing certification by the NRC.

    Unistar Nuclear Energy has asked the US Nuclear Regulatory Commission to delay the review of its application for a combined construction and operating licence (COL) for a new reactor at the Nine Mile Point nuclear power plant, while it concentrates on that for its Calvert Cliffs site.

    The US Nuclear Regulatory Commission has accepted the second half of Unistar's combined construction and operating licence (COL) application for a new reactor at its Calvert Cliffs site for review. Separately, Detroit Edison has named GE-Hitachi's Economic Simplified Boiling Water Reactor as the design reference for its planned Fermi unit 3.
  • COL application for USEPR at Susquehanna to be submitted

    Unistar Nuclear Energy (UNE) and PPL Corp have agreed to prepare and submit a combined construction and operating licence (COL) application for a potential third reactor at PPL's Susquehanna nuclear power plant in Pennsylvania.
  • Exelon selects Texan site for COL application

    Exelon has selected a site some 20 miles (32 km) south of Victoria in Victoria County, Texas, as the site for a combined construction and operating licence (COL) application for a new nuclear power plant, the company announced on 18 December. Exelon said in June that two sites in Texas were under consideration for the COL application. The other site was about ten miles (16 km) south of Collegeport in Matagorda County. The company said, "After conducting in-depth field investigations and research at both locations as part of the company's site selection process, Victoria County was identified as the site best suited to satisfy NRC requirements as well as other federal and state laws and regulations." Exelon expects to submit the COL application to the US Nuclear Regulatory Commission (NRC) in September 2008. The company anticipates the application to cost some $23 million. In November, Exelon selected GE-Hitachi Nuclear Energy's Economic Simplified Boiling Water Reactor (ESBWR) as its chosen reactor should it go ahead with building a new nuclear plant in Texas.
  • Duke files COL application for Lee plant

    Duke Energy has submitted a combined construction and operation licence application with the US Nuclear Regulatory Commission for the proposed new William States Lee III plant in Cherokee County, South Carolina.
  • NRC accepts COL application for STP

    The US Nuclear Regulatory Commission has accepted for review a combined construction and operating licence application for two new reactors at the South Texas Project in Texas. The acceptance review confirms that the application is technically complete and sufficiently addresses all necessary subject areas.
