Nuclear 'the only way' for Duke
[Charlotte Observer, 7 April] The construction of new nuclear power plants would be the only viable way for Duke Energy to meet increasing electricity demand should carbon emission taxes be introduced, according to Jim Rogers, the company's CEO. Duke needs to build new power plants in order to meet demand, but a carbon tax would cost the company heavily if it constructed more coal-fired plants. Rogers said: "The only way we could do it is with nuclear. The higher the price (of carbon) goes, the stronger the case for nuclear." Duke has proposed constructing the William States Lee III nuclear power plant in Cherokee County, South Carolina, at an estimated cost of $11 billion. Although Duke has not made a final decision whether to build the plant, Rogers reiterated that the company would prefer to construct the plant with regional partners to spread costs. In January 2007, Rogers called nuclear energy "almost the perfect choice" for Duke.

Contract lapse for American MOX
The contract for MOX reactor fuel to be used by Duke Energy has lapsed and must now be renegotiated. Project owner NNSA said other utilities were interested in using the fuel, made in part from unwanted US nuclear weapons.

Used fuel contract signed for new US plant
Duke Energy has signed a contract with the US Department of Energy (DOE) for the disposal of used fuel from its proposed William States Lee III nuclear power station. Under the terms of the contract, the DOE will accept and permanently dispose of all the station's fuel, for which Duke will pay a levy of $1 per megawatt-hour for electricity generated and sold from the plant. The terms are consistent with those in place for existing nuclear plants. The US Nuclear Waste Policy Act of 1992, which requires operating nuclear power plants to have a contract with the DOE for disposal services, was recently extended to cover radioactive waste generated by new nuclear power reactors. This means that new plants will require a waste contract before they can receive a construction and operating licence (COL) from the Nuclear Regulatory Commission (NRC). Duke Energy chief nuclear officer Dhiaa Jamil described the contract as "a vital step in supporting the timely licensing of Lee Nuclear Station."

Duke raises cost estimate for Lee plant
Duke Energy has raised the estimated cost of constructing the proposed William States Lee III nuclear power plant in Cherokee County, South Carolina, to $11 billion, around twice its original estimate.

New COL filed; other US applications progressing
Entergy and NuStart have submitted a combined construction and operating licence application for a potential new nuclear unit at the Grand Gulf site in Mississippi. Meanwhile, a COL application from Duke Energy has moved on to the next stage of regulatory review, as has Areva's application for design certification for its Evolutionary Power Reactor.
