Big names for UAE nuclear advisory board
Former International Atomic Energy Agency (IAEA) director general Hans Blix heads a list of distinguished figures announced by the United Arab Emirates (UAE) as its International Advisory Board (IAB). Dr Blix is joined on the IAB by special adviser to France's Commissariat a l'Energie Atomique (CEA) and former chairman of the Generation IV international forum Jacques Bouchard; former South Korean minister of science and technology KunMo Chung; former US diplomat and non-proliferation expert Thomas Graham; president of the Japan Atomic Industrial Forum (JAIF) and former Tokyo Electric Power Co (Tepco) executive vice president Takuya Hattori; UK Atomic Energy Authority (UKAEA) chair Barbara Judge; Massachusetts Institute of Technology professor of nuclear and mechanical engineering Mujid Kazimi; director general of Finland's Radiation and Nuclear Safety Authority Jukka Laaksonen; and Rolls-Royce plc chief executive John Rose. The IAB, chaired by Blix, will offer guidance to the UAE to help it to ensure that its fledgling nuclear energy program meets the highest standards of safety, security and non-proliferation, according to state news agency WAM. The board is to meet twice per year, with its first meeting scheduled to take place in February, and will issue regular reports which the UAE has undertaken to make publicly available.

Opening access to nuclear R&D documents
The US Department of Energy (DoE) has made available through the Internet thousands of documents and publications related to nuclear research. In collaboration with the International Atomic Energy Agency (IAEA), the DoE's Office of Scientific and Technical Information (OSTI) has made more than 180,000 documents publicly available through the IAEA's International Nuclear Information System (INIS). The INIS web-based database works to preserve nuclear knowledge by digitizing historic nuclear energy research documents dating from 1970 through to the early 1990s. The database contains over 3 million bibliographic records and 225,000 full-text documents and was opened to the public for free, unrestricted, online access in April 2009. Yury Sokolov, IAEA deputy director general for nuclear energy, said, "Thanks to the collaborative work of the IAEA and its member states, scientists and students in the nuclear field now have instant access to important research and technical information over the Internet." Speaking of the greater accessibility of such information, OSTI director Walt Warnick commented, "This tremendous body of knowledge is thus enjoying a renaissance of use and interest, and science progress will accelerate."

Step up in cooperation
International nuclear inspectors are now at Qom, the newly disclosed uranium enrichment site in Iran. The departure of the inspectors from Vienna was confirmed by the International Atomic Energy Agency (IAEA) on 24 October, as was a positive reaction to plans to meet Iran's needs for research reactor fuel. France, Russia and the USA have all approved a scheme to provide 19.5% enriched uranium to a reactor used, among other things, to make medical isotopes in Tehran. The uranium will be taken from Iranian stocks enriched to less than 5% and further enriched in Russia before being made into finished reactor fuel in France. Iran is still to give its final approval for the plan, which the IAEA hopes will come soon and "signal a new era of cooperation."

Rajasthan units operating by January
[New Kerala/IANS, 8 October] The fifth and sixth units at India's Rajasthan nuclear power plant are both expected to be fully operating by January, according to SK Jain, chairman of the Nuclear Power Corporation of India Ltd (NPCIL). In a press interview, Jain said that he was hoping for approvals from the International Atomic Energy Agency (IAEA) this month that would clear the way for unit 5 to start operating by early November, followed by unit 6 in January 2010. Both the units will come under the IAEA's India-specific safeguards that will allow it to qualify for imported fuel. Jain also said that two Russian-designed units being built at Kudankulam would be commissioned in 2010, with work on the third and fourth units at the site likely to start by "year end". Necessary approvals for groundwork to start on the six-reactor plant to be built by French company Areva at Jaitapur in Maharashtra are likely to be granted shortly afterwards, he said.
