New loan guarantee manager
Jonathan Silver has been appointed executive director of the US Department of Energy's (DoE's) loan guarantee program in a move meant to speed up deployment of the support. He will report to energy secretary Stephen Chu, who has a "commitment to strengthen and streamline the DoE's operations." The loan guarantee program was announced by President George Bush in 2005 but none of the $20.5 billion of guarantees for new nuclear projects have yet been assigned despite the deadline for applications passing over one year ago. Silver's career includes early investment in alternative energy and advisory roles to the Department of Commerce.

Second chance for USEC
The US Department of Energy has agreed to postpone by some six months a final review of USEC's loan guarantee application for the American Centrifuge Plant. The additional time will allow USEC to address the concerns that caused the DoE to deny the application only last week.

Areva submits Part II of loan guarantee application
Areva announced that it had submitted Part II of its loan guarantee application to the US Department of Energy (DoE) for its planned Eagle Rock uranium enrichment plant in Idaho. The company submitted Part I of the application in late September. Part II of the application provides additional information about facility engineering, construction, operating and business plans. Areva said that it plans to submit a licence application to the US Nuclear Regulatory Commission (NRC) for the centrifuge enrichment plant by the end of 2008. Earlier this year, the DoE invited applications for a share in up to $18.5 billion of loan guarantees for new nuclear power plants, and up to $2 billion for advanced front-end nuclear fuel cycle facilities. USEC submitted Part II of its application for a loan guarantee to fund construction of the American Centrifuge Plant (ACP) in Piketon, Ohio, on 29 August, having submitted Part I on 24 July. The DoE said that, by the 29 September deadline, it received 19 Part I applications to support the construction of new nuclear power plants and two to support front-end projects. The deadline for Part II applications for front-end projects was 2 December, while those for new power plants are due by 19 December.

The US Department of Energy has 14 nuclear power projects to consider in its loan guarantee program. Their combined value of $188 billion is ten times what the DoE has allocated.

Areva and others beat loan guarantee deadline
Areva has submitted an application for a US government loan guarantee for its proposed Eagle Rock uranium enrichment facility. Would-be reactor builders Duke Energy and PPL also managed to get their applications in by the 29 September deadline.

Loan guarantee sought for third North Anna unit
Dominion has submitted part of an application for a loan guarantee for a potential third reactor at its North Anna site in Virginia. It is the second to apply with regards a new nuclear power reactor, while others will follow before the early September deadline.
