So how high was the water level at the Fukushima Daiichi Nuclear Power Station? We have taken the TEPCO pictures and highlighted the water lines to give you a graphical representation of how much of the plant was underwater.
Fukushima Daiichi Nuclear Power Station was design for a 5.6 tsunami wave (sea wall) with additional structural countermeasures which actually put the ground level of the site (Units 1-4) at approximately 10 meters. The graphic below shows what the March 11th fifteen meter tsunami wave covered.

The pictures below show the water line above ground level but who knows how much of that water made it into the lower levels of the plant.
