NRC Prepares Yellow Finding for Flood Measures at Point Beach Nuclear Plant

Plant leadership from the Point Beach nuclear plant in Wisconsin will meet with Nuclear Regulatory Commission officials Monday to present their side of an alleged violation related to the plant's flood preparedness.

The NRC announced the meeting in a release Tuesday. The agency noted it has proposed a yellow finding of substantial safety significance that could impose additional inspections and costs on the plant. NRC correspondence with plant owner NextEra last month stated that inspectors found a "lack of procedural requirements to appropriately implement external flooding wave run-up protection design features as described in the final safety analysis report. Specifically, the licensee’s procedure, as implemented, would not have protected safety-related equipment in the turbine building or pump house."

NextEra has since installed, modified or pre-staged jersey barriers and sandbags to bring the plant into compliance. The finding does not currently represent a threat to the plant or the public. Nonetheless, the case is under consideration for escalated enforcement by the NRC.
